terrorism creates a social atmosphere.
People think that accidents such as traffic accidents and heart attacks can be avoided if they care    carefully about what they care about.
However, because terrorism can be taken care of, terrorist attacks should be avoided and inevitable if terrorists take place wherever they are.
So, when there is no knowing where terrorist attacks happen, people will shake terror attacks.
