Q) Laws are sand, custom are rock. Laws can be evaded, punishment escaped but  and openly transgressed custom brings sure punishment. - What did Twain mean by that?

When we look sands, we can find there is so many space between each sands. Rock, however, has no space that something can enter.
So, following the Twain's said, laws have cracks that man of power can use that escaping punishment. In the near country, Korea, we can see the example of this. Mandarins can change laws to the way that has advantages to themselves. And most rich people evade laws easily.
But custom, different from laws, is a power that man of power can't escape. Because custom is order from ancestor, all people in country that have custom believe custom is rule that should never be broken.
