Yse I think this could happen. There are many example in history. For positive example, in the 'Napoleon' time, France was in a crisis. Many people suffered from inequality. So France was occured war and corruption. In this age situation, Napoleon had excellent charisma and leadership. Thanks to Napoleon, people have escaped suffering and new age has arrived.
