Because, South-East Asians are came to korea for work. Also, Those foreign workers cause trouble with their korean owners. Sometimes, Their owners discriminate foreign workers, and do not pay the wage. So, korea government needs institutional regulation to onwers.
And, international marriage is frequently occur in korea. Because, not marriaged korean men 40s or 50s want to marriage other poor nation young women.
